This call aims to foster collaboration among Member States, Associated Countries, and their regions to build dynamic, inclusive, and gender-diverse innovation ecosystems aligned with the New European Innovation Agenda. Applicants are invited to prepare joint multi-annual programmes and action plans that strengthen innovation ecosystems by enhancing cooperation, synergies, and policy alignment across EU, national, regional, and local levels. Proposals should focus on thematic areas such as green transition, digital transformation, biotechnology, and circular economy, ensuring inclusiveness of diverse innovation actors from the quadruple helix model.

Projects are encouraged to plan for 12-18 months and may include two phases: first, stakeholder dialogue and mapping of existing innovation strategies; second, the development and agreement of concrete joint action plans. The call supports preparatory activities but not implementation, which can be funded separately. Proposals should demonstrate strong EU added value, scalability, and clear alignment with EU priorities and gender equality objectives.
