Project Development Assistance for sustainable energy investments LIFE-2025-CET-PDA

Objective: Project Development Assistance (PDA) supports the conversion of sustainable energy project ideas into actual investments, helping public and private developers in preparing and launching energy efficiency and renewable energy projects. It aims to mobilize private capital and increase investments in line with the EU’s climate goals, contributing to the Green Deal and the REPowerEU plan.

Scope: PDA projects focus on preparing and launching investment pipelines for sustainable energy projects, including energy efficiency, renewable energy, district heating/cooling, and clean mobility. The support includes technical studies, legal advice, financing options, and engagement strategies. Proposals must demonstrate a leverage factor of at least 15 times the EU grant, with a focus on innovative solutions for financing, organisational structures, and large-scale investments.

Expected Impact: Proposals should outline concrete results, such as investments in sustainable energy, skills development, and job creation, with measurable impacts on energy savings, renewable energy generation, and greenhouse gas emissions reduction. Projects must lead to actual investments during the project duration, with results quantified for both the project’s completion and five years post-project.

Funding: EU funding can cover up to 95% of the project costs. Proposals should target sectors like residential and non-residential buildings, district heating, infrastructure, industry, renewables, and mobility.

Proposals should aim for high ambition levels in energy efficiency and decarbonisation and showcase innovative solutions for accelerating sustainable energy investments across Europe.
