This call aims to develop the foundations of a European AI-enabled modelling and simulation framework for military decision-making, planning and training.

The framework should integrate AI, military simulations, synthetic and real data, C2 systems and human operators to support:

• military planning and Course of Action development;
• Multi-Domain Operations assessment;
• human-machine teaming;
• AI training using simulation-generated data.

Proposals must address at least two use cases and focus on interoperability, cybersecurity, explainable/trustworthy AI, human oversight and compatibility with multinational/coalition environments.

The call is a Research Action, focusing mainly on studies, feasibility assessment and system/framework design rather than prototyping or certification.

Indicative budget: €16 million
Maximum EU contribution per project: €8 million
Funding rate: up to 100% of eligible costs
